Research on Science and Technology Innovation Ability of Higher Education Institutions in China

The paper analyzes current situation and question of university's scientific,and sets up the index system appraised in university's scientific and technological innovation according to the contents and structure of university's scientific and technological innovation ability,then carries the empirical analysis with cluster analysis.Results are shown as follows: the cities with high ability of university's scientific and technological innovation always in coastal developed areas.At last puts forward corresponding policy and advices based on the result of analysis.
